Developer NOC for resale

What a No Objection Certificate is, why a resale depends on it, and how to arrive prepared.

Who this is for: Owners preparing to sell, or considering a sale in the next few months.

The guidance below is general. Sign in and verify ownership to see this tool alongside your own unit's recorded details.

Step by step

  1. 1

    Understand what the NOC does

A No Objection Certificate is the developer's written confirmation that it has no objection to the transfer of your unit. A resale transfer in Dubai normally cannot be completed without it. It is issued by Emaar, not by The Valley Digital.

  2. 2

Open Emaar One or Emaar E-Service

Download the Emaar One app (links below) or open Emaar E-Service in a browser. Both are Emaar's own owner channels; Emaar lists NOC and move-in requests among the services offered there.

  3. 3

Sign in with the account linked to your property

Use the email address or mobile number registered on your Emaar property account. If sign-in fails or the property is not linked, contact Emaar directly rather than creating a second account.

  4. 4

Select the relevant property or unit

If more than one property is linked to your account, choose the unit you intend to sell before starting any request. Every request is raised against a specific unit.

  5. 5

Open the property services / requests area and choose the resale or NOC request

Look for the property, services or service-request area and select the NOC or resale request option. Menu wording can change slightly between app versions — use the closest matching property or service option if the labels differ.

  6. 6

Review any account requirements Emaar shows

Emaar will show any account conditions attached to the request. Resolve anything outstanding directly with Emaar. Request your Statement of Account first so you already know your position.

  7. 7

Complete the buyer, transaction and document details requested

Fill in exactly what the official flow asks for — typically identity, unit and account references, and where a buyer is agreed, the buyer's details and signed sale contract. Emaar decides the required list.

  8. 8

Submit and keep the reference number

Submit the request and save the request or reference number, plus any acknowledgement Emaar sends.

  9. 9

Track the status and save the issued NOC

Follow the request inside Emaar One or the E-Service service-request list. When the NOC is issued, download and keep a copy, and note any validity date shown on it.

What TVD can help with

  • Confirming the structured facts we hold for your verified unit
  • Recorded transaction evidence for your community, so pricing conversations are grounded
  • Preparing your seller submission so the sale side is ready when the NOC arrives

What must be completed elsewhere

  • The NOC application itself, and any fee
  • Confirming whether your unit is eligible at its current stage
  • Issuing, re-issuing or extending the certificate

The Valley Digital does not submit the NOC request for you. Emaar determines the required documents, eligibility, any fee and the current process, and these change. Nothing on this page guarantees that an NOC will be issued.
